H0981 — Athlete Representation and Compensation
House Bill 981 was filed to regulate athlete agent contracts, establish a public database of athlete agents, and authorize high school student athletes to earn compensation for use of their name, image, and likeness.
The bill prohibits athlete agent contracts from allowing the agent to receive more than a specified percentage of student athlete compensation derived from name, image, or likeness rights. The bill requires the Department of Business and Professional Regulation to maintain a public database of athlete agents. The bill authorizes high school student athletes to earn name, image, and likeness compensation, requires parental consent for students under a specified age, and prohibits such athletes from engaging in certain activities or entering into specified contracts. The bill also prohibits FHSAA bylaws from requiring student athletes to register compensation with specified entities.
