S1418 — Testing of Cosmetics on Animals

Senate Bill 1418, titled the 'Sickles High School Ought to be a Law Cosmetic Animal Testing Act of 2026,' was filed but died in the Regulated Industries Committee without passage.

The bill proposed to prohibit cosmetic manufacturers from using animal testing in the manufacturing process and from repackaging, selling, holding, or offering for sale cosmetics tested on animals. The bill would have required manufacturers to consent to specified inspections by the Department of Business and Professional Regulation upon issuance of a cosmetic manufacturer permit.

Cosmetic manufacturers licensed or regulated under Florida law.

The bill died in committee on 2026-03-13 and did not become law.
