The bill would have authorized the Department of Environmental Protection to provide grants to community development districts, required new developments or redevelopments to base unit counts on plans including specified factors, prohibited certain projects from requiring tax credits or bond financing, and authorized use of contributions for new construction projects to replace obsolete homes in mobile home parks and manufactured home communities.
