The bill proposed to establish criminal penalties for directors, board members, or association members who fail to maintain and make available specified records, and for persons who knowingly and intentionally deface, destroy, or fail to maintain accounting records. The bill also proposed to prohibit associations and their committees from enforcing certain covenants, rules, or guidelines, and to prohibit homeowners' associations from restricting residents from installing vegetable gardens and clotheslines under specified circumstances.
